Section 15. Right of petition. The people have a right at all times in an orderly and peaceable manner to assemble to consult upon the common good, to give instructions to their representatives, and to request, of either department of the government by petition or remonstrance, redress of their wrongs and grievances.
- Remonstrance 2. Expostulation; strong representation of reasons against a measure, either public or private, and when addressed to a public body, a prince or magistrate, it may be accompanied with a petition or supplication for the removal or prevention of some evil or inconvenience. A party aggrieved presents a remonstrance to the legislature.(1828 Webster)

A Remonstrance is a constitutional Notice and Demand from the People to government officials at any level, to refrain from implementing, or the continued support of, unlawful legislative, administrative, or regulatory actions that infringe upon or violate the people's inherent rights - any or all of them, not just those mentioned/enumerated in the Constitution or Bill of Rights, but those which are protected by the 9th Amendment in the Constitution, too.
Black's Law Dictionary (6th Edition) defines it as: "Expostulation; showing of reasons against something proposed; a representation made to a court or legislative body wherein certain persons unite in urging that a contemplated measure be not adopted or passed. A formal protest against the policy or conduct of the government or of certain officials drawn up and presented by aggrieved citizens." (Emphasis added)
