Section 16. To keep and bear arms. Every citizen has a right to keep and bear arms for the common defense; and this right shall never be questioned.

"...shall never be questioned." is pretty plain English! I interpret that to say that you or I do not need a permit to be armed, and ready to defend ourselves at any time, anywhere. There is a significant responsibility that accompanies that right, however, and that is to refrain from any action(s) that violate another person's equal rights - all of them, including life, liberty, acquiring, possessing and protecting property, (which is) the pursuit of happiness.

When we worked so hard back in 85-87 to change the wording of Section 16 we really thought we had resolved the problem of the word "Militia" that was allowing cities like Portland, Westbrook. Biddeford and others to withhold Licenses to carry. We were wrong.

Assuming Mainers vote to secede on either November 6, 2018 or June 4, 2019, the problem will be fixed by the Constitution of the Republic of Maine.

It is addressed in several places:

Abortion: Abortion is illegal since life is defined as from the moment of conception and the age men starting their required Militia service is counted from conception not physical birth. Use of deadly force is allowed for, amongst other things, the preservation of the life of yourself or another human being.

Article one section 16, All members of the Maine Militia have the right to bear arms, no arms nor limitations on them shell ever be allowed, all naturally born men upon reaching the 16thanniversary of their conception through the 65th anniversary of their conception are automatically members of the Militia, men from the age of 14 to 16 may volunteer, men from 66 thru 75 may volunteer, all volunteers Militia members are entitled to the same rights as regular militia members.

The sections dealing with a standing military limits it to 1,000 men. The section dealing with foreign entanglements expressly prohibits the Republic of Maine from having anything to do with the UN, whether it be land ordinances, education, military, medical, etc. There was a provision allowing for, with a 75% of the active militia, to go outside of the borders of Maine to fight, that provision, after studying how the US was deceived into entering WW2, has been removed. There is now, and I doubt ever will be, a provision for Maine to fight outside it's borders.
